    "content": "Mr. Speaker, Sir, in order for the Government to encourage and assist the very poor to access education at the polytechnics, the hon. Assistant Minister has confirmed that the Ministry actually pays to the tune of Kshs15,000 per student. The truth on the ground is that the same polytechnics still charge the same fees that were charged before this subsidy. What has the Ministry done to ensure that whatever parents were paying is completely waived and that the children can access village polytechnics free of charge because the Government is paying Kshs15,000 per student?"
