    "content": "Mr. Speaker, Sir, as I mentioned, I am not very sure whether this lady died in the cells or not. The brief I got is that there was a quarrel in a bar within Mtwapa. Later on, the lady could not pay her bill and the bouncers had to be called. Eventually the lady is the one who went to the Mtwapa Police Station in order for the bouncers to be arrested which the police did. I am not sure whether she died at the bar or at the police station. As far as the records are concerned, she never died at the police cells."
