Temporary Deputy Chairman and this House to the provisions of Article 114 of the Constitution that is very clear and the implication is that if you want to bring any law that affects taxation or expenditure in this country, that particular proposal must appear before the Budget and Appropriations Committee, which must in turn consult the Treasury before that issue can be dealt with.
