That is why I am trying to establish whether this particular amendment went to the Budget and Appropriations Committee. I do not see any other Member of the Committee who would want to speak to it. I can see hon. Kathuri Murungi and the Member for Marakwet West. I do not know if they are Members of the Committee. Yes, both of you are saying you are not. This is an issue that we must clarify. If it did not go through the Budget and Appropriations Committee, definitely we are not going to admit the amendment. The unfortunate bit here is that it is hon. Ichung’wah’s word against the word of the two Members who have just spoken. We have to be very clear on that one. This is a matter that has already been ruled before.
