    "content": "Thank you, hon. Temporary Deputy Speaker, for giving me this chance to contribute. From the outset, I convey my condolences to the people who lost their lives in Mandera and also the people of Maragwa who lost their lives yesterday after taking a poisoned brew. With that, I wish to thank hon. Keynan for having come up with this Bill. I was here with hon. Keynan in the Eighth Parliament. When we came here, the first person I met here along the corridors of Parliament was none other than the late hon. Paul Ngei. I came to think of how that old man had fought for the Independence of this country and how he had served this House. He was on the corridors of this House asking for fare. I asked myself: Is this the kind of job I have come to? Let us agree from the outset that this House is not a House of riches. We only sacrifice ourselves.
