    "content": "(a) re-numbering the existing paragraphs (a) and (b) as paragraphs (b) and (c), respectively; (b) inserting the following new paragraph immediately before the renumbered paragraph (b); (a) deleting the word “Minister” appearing after the words “present to the” in sub-section (b) and substituting therefor the words “Cabinet Secretary”. This is just a question of numbering the existing paragraphs “a” and “b” to become “b” and “c” and inserting a new paragraph by deleting the word Minister and replacing it with Cabinet Secretary so that we are in line with the new Constitution. Instead of Minister, we should use Cabinet Secretary. That is the amendment provided for in the Order Paper."
