"content": " Mr. Temporary Speaker, Sir, before I start seconding the Motion, I know we are all entitled to five minutes, but I want to seek your indulgence to give me ten minutes as I second this Motion. You have the discretion to do so. I want to salute the distinguished Senator for Mandera for bringing this Motion. Security in this country has become a matter of everybody’s concern. The Mandera massacre comes after a chain of other killings in this country; Mpeketoni, the Westgate Mall, Kapedo and many other places. Every time we have these incidents, we get very casual responses from the men who have been given the responsibility to take care of our security. Mr. Temporary Speaker, Sir, in the Roman days, if you were given the opportunity to guard the King and you let harm visit the King, the Romans used to say; you follow the sword. The askaris of those days would kill themselves before others catch up and deal with them. In modernity, persons with responsibility of this nature have a duty to vacate office on their own volition or be made to vacate office so that more competent people can come in. We cannot have a “business as usual” attitude and every time there is a security challenge, the same faces come on television to tell us that they will pursue and deal them a deadly blow, they will have nowhere to hide and the next time it is still the same thing. I want to send my condolences to the families, relatives and friends and counties that lost their loved ones. It should not be lost on us that out of the 28 dead, 11 persons are from Kakamega County, three from Bungoma County and two from Vihiga County. Those are 16 teachers and other workers who have been working in Mandera lost from the Luhya nation. There are seven persons from Kisii. I am just emphasizing the magnitude that the mulembe nation has lost in this particular massacre. We have lost many other people as well and the loss of every single Kenyan concerns us. What do we get? We get knee jerk reactions from the Government. I salute our colleagues across the Floor who have stood up to be counted; Sen. (Prof.) Kindiki and Sen. Murkomen who have spoken boldly about the security situation and what needs to be done without taking a partisan position. If somebody is sleeping on the job, he is sleeping on the job regardless of which side of the divide we come from. More comical in dealing with this thing is the reactions that we have seen and the speeches and statements being made from none other than even the Deputy President. When the Deputy President goes on air and says that we have killed 100 of the attackers and everybody knows that it is false---. The Al Shabaab have said that that is total nonsense.
