    "content": "Since the first Bill, that is the Public Finance Management (Amendment) Bill, Senate Bill No.11 of 2014 proposes to amend the Public Finance Management Act, it is possible that it is a money Bill within the meaning of Article 114 of the Constitution. It has now become our practice for the Budget and Appropriations Committee to advise the Speaker on such matters. In this regard, after the First Reading, that Bill will stand referred to the Budget and Appropriations Committee for determination of whether or not it is a money Bill. The Committee is required to report its findings to the House before the Bill is referred to the relevant Departmental Committee namely, the Finance, Planning and Trade. That is in compliance with the provisions of our own Article 109 of the Constitution."
