    "content": "Well, the Leader of Majority Party, you are absolutely right. One of the issues you have raised will require an administrative intervention; that is the Clerk of the National Assembly to write to the Senate to inquire on what has become of those Bills that you have mentioned; that were referred to that other House for consideration in a manner that anybody in their minds must have understood that it was the process of making a law. That is because they were not referred there for any other purpose. They were referred there so that, that House considers them and brings them back to us. They should bring back to this House their recommendations; whether they are in agreement with the Bills as passed by the National Assembly or they are not in agreement; in which case then Articles 112 and 113 of the Constitution would set in. But the second part is one that is of great constitutional moment. That is because it refers to a situation in which a Bill may have commenced in the wrong place. If it did, then, obviously, the Constitution has been breached and we cannot, ourselves, consider it."
