    "content": "Thank you, hon. Speaker for this opportunity to also contribute to this important Bill. I want to start by stating that the implementation of the Environmental Management and Co-ordination 1999 Act has had a lot of grey areas. This is the right opportunity to give this country a new Act, 2014. This Act is a constitutional requirement because most of the devolved functions, especially to the county governments touching on environmental management such as air, water and noise pollution need to be considered. I want to mention that there are various institutions, as our Chair mentioned, which seem to be obsolete as per the current Act, for example, the National Environment Council.
