    "content": "The Bill, in Clause 5, attempts to wind up the National Environment Council (NEC) and hand over its powers to the Cabinet Secretary in charge of environment. As a committee, and having looked at the performance of the Council in the past several years, it has become clear to us that the bloated nature of the Council has hindered its capacity to deliver services and functions it was meant to deliver. We have created ways in which the Cabinet Secretary must now consult with lead agencies and institutions in various aspects of the environment to ensure that the functions of the Council, as it were, are completely taken care of this time."
