    "content": "has spoken well and they have genuine concerns about particular clauses in the Bill or the procedures involved, the fact is that the Bill is not right now before the House. First of all, the Constitution requires that a Bill from the other House comes to the Senate and goes through the normal stages as though it had originated from here and it should have passed through the relevant Committees before appearing on the Order Paper. As it is now, it has only been moved. I suggest that the Bill should be seconded and then the Chair can rule that before we proceed for debate it should be committed to the relevant Committees."
