    "content": "Mr. Speaker, Sir, before I continue with the line of argument I had before, I want to say that we must all embrace the culture of constitutionalism. We are in a different era. As I look at the Budget Policy Statement (BPS), it is not alive to this fact. It is proceeding as though it is business as usual, yet we are in a different era. I would want to encourage the Deputy Prime Minister and Minister for Finance that in future he must actually look at what the Fiscal Management Act says. They must ensure that they comply with each and every section of that Act. I just want to give an example. If you look at Section 7(3e), it says:- “The Budget Policy Statement shall state the broad strategic macro-economic issues that would be the basis of the Budget of the succeeding financial year and the medium term, and shall include, (e) the criteria used to allocate or appropriate the available public resources among the various programmes”"
