"content": "Thank you, hon. Temporary Deputy Chairlady. To support the amendments proposed by the Chairman of the Departmental Committee on Justice and Legal Affairs, the presumption of innocence continues to be a running theme in our Constitution. Even at the time of being held by the police for suspicion of committing a crime, you remain innocent until you are proved guilty in a court of law. In that presumption of innocence, it is important that you have a chance to make a telephone call to your relatives or lawyer to come and be part of the case. Remember we are talking about the 24-hour rule. The police should be able to take a detained person to court for the first charge within 24 hours of arrest. So, this clause, in terms of allowing the right to communication, goes in line with fighting incommunicado detention and buttressing the presumption of innocence. I support that amendment. Thank you.."
