This proposal is very good because sometimes when you get information about people who are arrested, you try to communicate with them but their phones are off. You wonder where they have been taken to. This is going to go a long way in ensuring that at least they can be traced. I am only concerned whether this proposal can be misused because we have seen in the past people in detention using phones to fleece Kenyans, as alleged in the media and other places."
