    "content": "Hon. Temporary Deputy Chairlady, I rise to support this amendment. In many cases, we have seen people who have been arrested dying in cells and their families are not informed. This amendment will help. The amendment is also very clear that when someone is arrested, the first thing that the police should do is to provide communication to their families. I want to tell hon. Mwaura that they will not be allowed to have cellphones. The police will provide a means of communication so that they can communicate with their families. I support, hon. Temporary Deputy Chairlady."
