    "content": "In supporting this amendment, I want to state that persons deprived of liberty have their rights limited. They are held incommunicado, and so it is very important that when you hold such a person, you give them reasonable and hygienic accommodation. Secondly, we know our jails and the manner in which our people who are in detention thrive. Those jails are full of fleas. We want to separate people who are aged, children, people who are of different sex and people with disabilities. They ought to be held in different cells or places just to enhance their dignity. I support."
