    "content": "Thank you, hon. Temporary Deputy Chairlady. In supporting this amendment, we know most of our cells are the dirtiest places in this world. Due to the number of people who are packed in one cell, you find that they are full of bedbugs. It is a pity that most of these prisoners are forced to go and do cleaning elsewhere in other Government facilities, whereas their own facilities are so dirty. You will find that prisoners die from communicable diseases like dysentery and many other diseases. Those are issues to do with hygiene but the Cabinet Secretary will come up with a standard of maintaining cleanliness. Thank you."
