I rise to support this amendment because when you give the responsibility to the Cabinet Secretary to be the one to determine whether a prison meets the needs and requirements of persons with disabilities, others can abdicate their roles. I think when you say “competent authority”, you are actually encouraging the Cabinet Secretary, the Commissioner of Prisons, prison staff themselves and also, for example, the National Council for Persons with Disabilities which is in charge of giving accessibility guidelines, to ensure that these facilities are conducive. This, if well implemented, will help in terms of ensuring that when persons with disabilities, who are also offenders - sometimes people think that persons with disabilities are not offenders - go to prison their needs are taken care of very well. So I rise to support."
