One thing that is common is that the Cabinet Secretaries, most of the time will not initiate further investigations or programmes. Most of the time, they rely on communication that is given by the people, who are offenders. So, it is important for us to get other avenues to express and canvass this. That is why I support the amendment. On subclause 9, the fine of Kshs200,000 that has been set for somebody who commits that crime is very minimal. Therefore, Kshs500,000 is appropriate for deterrent purposes. I support."
