"content": "Hon. Temporary Deputy Chairlady, I support this amendment. Not doing it would have made that particular law to be inconsistent with the Constitution. That would have amounted to denying the rights of the person to be heard in a court of law. I agree. The amendment on the fines; Subclause (9), is also good. I had suggested that we would have put it at more than Kshs500,000, but considering that the person being charged is a police officer, whose income might not permit for a fine bigger that this, Kshs500,000 is better than the Kshs200,000, which was earlier proposed. I support."
