I sit in the Departmental Committee on Justice and Legal Affairs and I dare say that we have had challenges when we have been trying to look at various other Bills. However, I must commend the drafters of this Bill because it is one of the Bills that we found easy to go through and appreciate. This is because it was written in proper constitutional and legal language, unlike the other Bills that we are still looking at. As I served in various other capacities before I came to this Parliament, we used to visit prisons like Kamiti, King’ong’o among others. We would find that the moment you get incarcerated, you have no rights as a human being.
