    "content": "First of all, I want to thank hon. Members for the attention they have given to this Bill and the way it has been concluded; in a consensus way. I want to say that this Bill has brought light into rehabilitation programmes that are now going to be in our correctional areas. Two, it has clarified and simplified the complaints and disciplinary procedures that should be followed by people who have been deprived of liberty and their relatives. Finally, it will instill discipline in prisons once it becomes law. I think it is also making it clear that even those deprived of liberty are not deprived of their human rights. It is, therefore, a good Bill and I support it. Thank you."
