    "content": "work but are busy pursuing studies. Therefore, it is high time our officers went back to where we were when we used to recruit officers. In my constituency, those who were joining security forces that time used to have only their identification cards and they used to do a good job. But when we started recruiting young boys from high school with grades of D-(Minus) and D+ (Plus), our security was compromised because they have gone there and concentrated on their studies. They go to university instead of going to Kapedo or Mandera. That is where the challenge is. Therefore, we need to look at that. We should give the right person that job. Hon.
