    "content": "As you realize, this is not a current Report. This is a Report that was done by the last Parliament. Ideally, this Report should have been concluded in the last Parliament. Again, you realize, PIC, being one of the two watchdog Committees, was unable to table its 19th Report until the 17th and 18th Reports are concluded. You see, sometimes, this is why I say Parliament is a House of rules. We must at all times be prepared to stick to our rules because that is the only way we can also demonstrate that we are people who follow the rule of law. Otherwise, this Report has been overtaken by events. None of the hon. Members, except one person, who participated in this report--- You see the challenge right now because we are dealing with issues that have been forgotten but, again, we must stick to our procedures."
