    "content": "revenue purported to be collected and divided by the Conservancy in accordance with Clause 8.3(a) and (b) of the agreement; (7) THAT, the report by the Auditor-General for the Financial Year 2012/2013 indicated that the auditor were unable to obtain any financial records necessary to make any meaningful audit report on the transactions between the Conservancy and the County Government; (8) THAT, tourists and visitors lodging at Kichwa Tembo Camp (KTC) which is under the management of Bush and Beyond Company Limited and situated within the Oloololo Private Game Ranch do not pay park viewing fees to the collecting agency when and if they make entry into the park; (9) THAT, the directors of Oloololo Private Game Ranch are the Narok Governor, Samuel Kuntai ole Tunai and Mr. Kuya ole Kijape, a Member of the County Assembly of Narok, all of whom are former directors of the Conservancy and that this amounts to conflict of interest; (10) THAT, despite having knowledge and information on the blatant breach of the agreement by the Conservancy and the enormity of the losses in public revenue, the County Government has stood by in acquiescence as the two companies continue to siphon public funds through financial manipulation and corruption; and (11) THAT, the Narok County Governor, Mr. Tunai, has tactfully orchestrated and managed to successfully curtail and/or frustrate any internal or external audit or probe into the transactions and operations between the Conservancy and the County Government; (12) THAT, I have made all reasonable effort to have this matter addressed by the relevant authorities to no avail. (13) THAT, none of the issues raised in this Petition is pending in any court of law, constitutional or any other legal body. WHEREFORE, your humble petitioner prays that the Senate intervenes and:- (1) Demands for and closely examines the records of the transactions between the Conservancy and the County Government, including copies of receipts that had been or ought to have been issued by the then County Council of Trans Mara and the Narok County Government’s Chief Finance Officer to the Mara Conservancy in furtherance of the agreement from the commencement of the agreement up to date; and (2) Asks the Auditor-General to undertake an audit of all the transactions in furtherance of the agreement and on account of al park entry fees to the Mara Triangle collected or payable by tourists and visitors lodging at Kichwa Tembo Camp and an inquiry as to why some tourists and visitors are exempted from paying park fees.” This Petition is dated 20th November, 2014.
