The past in this country for all Ministries, defence included, was wrought with sleaze, corruption, embezzlement and monies that were mismanaged to a level or magnitude you cannot imagine. We want to go into a situation in which we have a solid and an accountable system in which Kenyans know that they are getting value for money."
