    "content": "The effect of all this is really serious. It creates hopelessness and despair among citizens. The negative impact that this brings to the economy is huge. Look at the performance of the tourism sector today in Kenya. The bed occupancy rates are now at the lowest ever, because of these kinds of incidents. What does that mean to the economy? It means loss of jobs and foreign exchange earnings which propel other sectors to perform well. We are losing all those opportunities. What are the consequences in the long run? It means increasing levels of poverty. This is what this means to us. In addition, these attacks are causing serious suspicions among Kenyan communities themselves. Issues of faith and religion have been introduced. We should never allow ourselves to fall into these traps. We, as Kenyans, must reject this wherever we are. We must also promote security to ensure that Kenyans live and work anywhere they chose. The question in the mind of everybody today is: What is really the problem? Why are our security agencies not performing? That is the question that this Motion wants an answer to. We have been told about lack of coordination between the various security agencies. Misunderstandings between the two institutions; between the Regular Police and the Administration Police, infighting among officers, poor morale and failure to use intelligence have been mentioned as the possible cause for poor performance of the security agencies. But these are issues which can be addressed and resolved. Why are we not resolving these matters for the sake of Kenyans and the good of the country as a whole? How long can we wait to see changes? The patience of Kenyans is running out. We are urging the national Government and his Excellency the President to address these issues as a matter of priority and urgency for the good of this nation and for peace to be seen everywhere. I want to conclude by saying that, the cost of the mistakes we are making and of these lapses we are making in security are far too high. We cannot afford the cost of this. Therefore, I am urging that urgent steps be taken quickly to respond to these challenges. I support."
