    "content": "Thank you, Mr. Temporary Speaker, Sir. Unfortunately, I belong to the two Committees. I do echo what Sen. G.G. Kariuki has said in terms of inability of the Committee to deal with the matter or the responsibility that has been allocated to it. Maybe it is good to clarify that we are not merging the two Committees because the Committee is unable to deal with the matter. But I agree with the point that was brought out by Sen. Billow Kerrow regarding quorum. We normally face a lot of challenges. Through this we can strengthen the two Committees to come up with an effective report."
