    "content": "I can tell you that before we came up with the new political parties law of 2007, which was operationalized on 1st July 2008, the problem which is covered by Article 103 and then found in the Political Parties Act was then contained in Section 17 of the National Assembly Powers and Privileges Act. We still had the problem of dealing with the word “deem”. When do you deem? When is it right to deem that hon. Abdikadir, because he is seated next to hon. Olago Aluoch, has become his partner?
