    "content": "Clause 11 be amended in sub-clause (3) by inserting the following new paragraph immediately after paragraph (b)— “(ba) elected leaders”. The justification is that when you look at the list of all the stakeholders that must be consulted, we have citizens fora, village councils, faith-based organizations, boards of management, residents welfare associations, market users committees, self-help groups and other registered groups. Elected leaders are not provided for. So, we said that elected leaders should play a critical role even in the management of our Public Service affairs.
