    "content": "Hon. Temporary Deputy Chairman, I want to join my colleagues in saying that I am opposed to this amendment. Bringing on board the county public service boards and county assembly service boards is not necessary since we are dealing with a constitutional matter. Even if we were to bring them on board, paragraph (b) of the proposed amendment to Clause 2 talks of the population of an ethnic group relative to the national population size. In this case, we would have to bring on board a population related to the population of the county. I am opposed to the two amendments. Thank you, hon. Temporary Deputy Chairman."
