The point I am making is that a problem cannot be solved from the same consciousness that created it. The problem we have today is that we have a Government that engages in fear mongering. We have had a very outlandish statement here that if we make these changes, we will cause chaos in the military. That is classical fear mongering; the kind of fear that has been spread liberally, to prevent Members of this honourable House and the members of the public from exposing areas of Government expenditure that have remained opaque for long.
