    "content": "We have said, let us not devolve security but inadvertently we have devolved security. The chiefs are not working because there is no security. The County Commissioners are not working. There are no District Officers in the Republic of Kenya. The County Commissioners have been reduced to carpet beggars of the governors. It cannot work. I want to ask: Can we have a supplementary order to support the Provincial Administration so that they can work because that is where our security issue should be addressed?"
