    "content": "Madam Temporary Deputy Speaker, already, this House has made history by promulgating a new Constitution which requires that we have to implement it and this august House is the one charged with that responsibility. One area of the implementation is in the Budget process. The Budget process is a very important factor in Parliament. In fact, we take a lot more time discussing budgetary issues and this is one area that I will be grateful to hon. Members to appreciate and that we proceed and make further history in the budget making process of this House."
