    "content": "The other reason, as I said is tribalism where certain positions are earmarked for certain people, even if they do not qualify. We need to look into this. The other problem is the business as usual attitude with the Government. They do not care. The 10 per cent of the Constitution that was said to be bad should form part of the dialogue in terms of how we should change it. This informs the security challenge that we are witnessing in this country. My colleague talked about the Budget and the fact that we allocate adequate money to the security sector. One question that we should ask is; what control does Kimaiyo have on this money?"
