"content": "Thank you, hon. Speaker. Fortunately or unfortunately, you have a sharper mind than mine. You have taken much out of my thunder. I wanted to make reference to the long title, but since you have made reference to it, I will save time. I would like to make reference to the interpretative part of it, Clause 2, which is contained in page 1209 defines what a retired Deputy Prime Minister is. It is contained in the Bill. Ng’ongo seeking to delete Clause 3 in its entirety comes within the purview of Clause 114 of the Constitution as a money Bill. He has not subjected his proposal to scrutiny as required by Article 114 of the Constitution. Let me read it for the benefit of doubt. Article 114(3) says:- “In this Constitution “a money Bill” means a Bill, other than a Bill specified in Article 218, that contains provisions dealing with – (a) taxes; (b) the imposition of charges on a public fund or the variation---” The electronic version of the Official Hansard Report is for information purposesonly.
