    "content": "Hon. Temporary Deputy Speaker, this Bill looks at the current state of Government borrowing. It looks at the sources and clearly recognises the fact of amending Section 45 to specifically lower the denominations in Government securities, and improve the existing platforms provided by the Central Bank of Kenya (CBK). It will remove the bottlenecks or obstacles that exist. We will also be improving people’s participation as well as competition and, therefore, eliminate inefficiencies that exist."
