    "content": " Order, Senators! I have a Message from the National Assembly on the National Drought Management Authority Bill (National Assembly Bill No.42 of 2013). Hon. Senators, I wish to bring to the attention of the Senate that pursuant to Standing Order No. 40 (3) and (4), the Clerk has delivered to me a Message from the National Assembly regarding the National Drought Management Authority Bill (National Assembly Bill No.42 of 2013). The Message is dated 27th November, 2014. It states as follows, and I quote:- “Pursuant to the provisions of Standing Order No.41 and No.142 of the National Assembly Standing Orders, I hereby convey the following Message from the National Assembly:- Whereas the National Drought Management Authority Bill (National Assembly Bill No.42 of 2013) was published as a Bill not concerning county governments by the Kenya Gazette Supplement No.160 of 15th November, 2013 and whereas during the consideration of the Bill on 12th November, 2014, the National Assembly introduced and passed amendments the effect of which made the Bill to be a Bill concerning county governments in terms of Article 110(1)(c) and Part II of the Fourth Schedule to the Constitution. Now therefore, in accordance with the provisions of Article 110(4) of the Constitution and Standing Order No.142 of the National Assembly Standing Orders, I hereby forward the said Bill to the Senate, the effect of which is to seek the concurrence of the Senate to the said Bill as passed by the National Assembly.” The electronic version of the Senate Hansard Report is for information purposes only.
