    "content": "The Committee requests the Senate; (a) to adopt the observations which I have just read; and, (b) to fast track the enactment of the Community Land Bill, 2014 so as to give effect to Article 63 of the Constitution which requires Parliament to enact legislation specifying the nature and extent of the rights of members of each community to community land. The Community Land Bill is already in this House at Second Reading. (c) We should resolve that no further transactions should be undertaken by the NIS on the proposed allocation of 400 acres of land at Kanyonyooni, Kitui County until the matter is resolved. I thank you."
