    "content": "(a) The breakdown of funds from both the Government of Kenya and donors that have been used to rehabilitate Migori District Hospital in 2008/2009, 2009/2010 and 2010/2011 financial years is as follows: In the year 2008/2009, a sum of Kshs23 million was given. The project was funded by the Government and is now fully functional. In the year 2009/2010, the Government gave the same project Kshs16 million. Another project is the construction of a domestic centre, which is aimed at providing immunology, laboratory, X-Ray and ultrasound services. The project is funded by the Government of Kenya and is ongoing. Another project involves installation of equipment; it started in 2009. This project is ongoing at a total cost of Kshs61,366,600. The project involves construction of casualty area and provision of medical equipment, plus the usual maintenance. The project is funded by Sint International and the Government of Kenya. It is an ongoing project involving installation of equipment. The total amount that has been spent so far is Kshs77,366,600. I confirm that the projects funded have translated into improved delivery of health services to the residents of Migori County and its environs. (b) Migori District Hospital did not refuse to offer any emergency services to Silas Ooko on the morning of Monday, 21st March, 2011. Records at the Hospital Management Information System, which cannot be altered, indicate that the patient reported at the registration desk at 7.30 a.m. and was seen by a clinical officer at 7.35. He was diagnosed with a respiratory tract infection and the clinical officer decided to admit him. He was given an inpatient number and a file to allow the clinician to make admission notes. However, the patient wanted immediate treatment, and not admission into a ward for management. So, he opted to leave. His condition was stable at the time he was seen by the clinician."
