It saddens me that this very people who are supposed to be protecting this nation are actually selling charcoal in Somalia. Security is the responsibility of the State. We cannot be told that it is the responsibility of the citizens. The Constitution is very clear on who is in charge of security. I do not see why we are rushing to Somali to fight terrorists. I recall in the last Parliament, the late hon. Ojode, who was then the Assistant Minister in charge of security, told us where the head and tail of Al Shabaab is.
