    "content": "This is one thing that any Government would do immediately. You must hold them into account. They must tell us how it happened and whether they got a notice. Although many Kenyans do not know, we know that in the Westgate incident, Lamu and even in Mandera, the NIS forwarded information to the police. After the Westgate incident, the Head of the NIS came to Parliament to say that he was ready do lay on the Table that evidence. They have gone public to that level. In the case of Manderra, for example, we know that this information was provided. There is lethargy and complete inertia, particularly within the police. There is need to crack the whip not just in Nairobi, but on the ground. With those remarks, I beg to move."
