    "content": ". Thank you, Mr. Temporary Chairperson, Sir. I think what is intended to do, is to really ensure that members of the public participate in security. Putting so many requirements, as if again we are recruiting another police force, is not necessary because those who are now there doing it, some of them are even beyond 50 years of age. I believe Patrick Shaw was not so young. He continued being a police reservist. So, the issue of age and qualification in terms of education should not be brought in. It should be dropped; it should be just somebody who is physically able. Some of them may not even be physically able but they are able to gather a lot of intelligence. So, let this recruitment be left to the discretion of those who will recruit them. Some of them may be disabled but they are very useful."
