    "content": "Mr. Speaker, Sir, I am aware that most of the water that is being used in different places comes from areas where water is not being supplied. When I was answering the Question yesterday by Mr. Waibara I said that we now have a policy in place to ensure that communities that live near the source of water are given water. I really sympathise with Masinga people because that is where electricity is generated from, but they have no electricity. That is where water comes from, but they have no water. So, we have a policy to ensure that where there is a source of either water or electricity, or whatever else, communities in that area should benefit from that commodity."
