    "content": "Thank you, hon. Temporary Deputy Chairman. I want to tell hon. Bowen that good things are confined to CORD rebels and since he is not one of them, there is no hope. We are forming county environmental committees. In the Bill, it was stated that the secretary to those county environmental committees would be appointed by the governor but because of the need to link it to the national Government, we are proposing that the secretary be the National Environment Management Authority (NEMA) officer in that county."
