    "content": "Thank you, hon. Temporary Deputy Chairman. I beg to move:- THAT, Clause 22 of the Bill be amended by deleting the word “department” wherever it appears and substituting therefor the words “ National Environmental Complaints Committee”. This is a consequential amendment, in that when they repealed the Public Complaints Committees they provided that the reporting should be to the Cabinet Secretary through the department. So, we have replaced the Cabinet Secertary with the National Environmental Complaints Committee."
