    "content": "another aspect of this Bill. I want to urge my colleagues, as they interrogate this critical Bill, to look at the interest of former military officers. Hon. Temporary Deputy Speaker, there is need to properly reinvent--- Sometime back when I was with hon. Olago, hon. Speaker and other hon. Members, during the last Parliament, we went to the State of California. We saw a lady who heard us speaking Kiswahili and she came and said: “How are you guys? How is Kenya?” She is a member of Serjeant-At-Arms department in the Californian Legislature. When I talked to her, she told me that she is a former member of Kenya Defence Forces. She said that she went there on the Green Card Programme. How many people know that we have such a specialized Kenyan doing a unique role of offering unique services to the people of California and then carry the flag of the Republic of Kenya? These are the bits that we must recommend and we must be prepared to think outside the box."
