    "content": " Mr. Speaker, Sir, further to what the distinguished Senator for Kitui has sought, I want the Chairman of the Committee to explain to the House why the observations are at total variance with their recommendations. You cannot find that the allocation was irregular and then simply recommend that no further transaction should take place. If the allocation was irregular, then the entire transaction is void ab initio . Therefore, there should be no transactions whatsoever on this land. More importantly, this land was trust land which was vested in the county council to hold in the interest of the people of Kitui.
