    "content": "Hon. Speaker, it is Parliament’s role, under Article 95 of the Constitution, to do oversight, even on debt ceiling. In giving approval; if Parliament agrees, issues regarding utilization, accountability and transparency of the proceeds from external loans and grants must receive serious attention by the Government. I am sure hon. Members of the Public Accounts and Investments Committees, Departmental Committee on Finance, Planning and Trade and other Parliamentary Committees must make sure that utilization, accountability and transparency of the proceeds from that external borrowing; in terms of loans and grants, must receive serious oversight attention."
